Shelby C. Rowell, M.P.A., Analyst, conducts research, policy analysis and technical support related to our work on population health, access to care and other topics.
Before joining KHI, Shelby was a Senior Analyst on the Access to Care team at the Association of State and Territorial Health Officials (ASTHO), a national organization headquartered in Arlington, Virginia. At ASTHO, she led the organization’s portfolios relating to community health workers and rural health where she oversaw numerous federal grant deliverables, managed subcontractor relationships, authored multiple publications and provided technical assistance to state and territorial health officials and their staff. Prior to working for ASTHO, Shelby worked for the Kansas Department of Health and Environment, where she served as a Legislative Liaison and Policy Analyst, and as a Data Manager for the Bureau of Disease Control and Prevention’s HIV Program.
Shelby holds a master’s degree in public administration with a certificate in health leadership from the University of Missouri – Kansas City. She holds bachelor’s degrees in political science and field studies with emphasis areas in French, economics and communications from Wichita State University, where she was Student Body Vice President and President her senior year.
