Shelby C. Rowell, M.P.A.

Shelby C. Rowell, M.P.A., Senior Analyst, conducts research, policy analysis and technical assistance related to population health, access to care, state health policy and other topics.

At KHI, Shelby’s work increasingly focuses on rural health and the intersection of public health, health care and artificial intelligence. She serves as director of KHI’s Region 7 Public Health Innovation Hub — part of the Public Health Infrastructure Grant program from the Centers for Disease Control and Prevention — where she leads technical assistance for state, territorial and local health departments and serves as a lead facilitator for the Region 7 Maternal Health ECHO. She also tracks state and federal AI policy trends and contributes to KHI’s broader work supporting public health organizations as they navigate emerging technology.

Before joining KHI, Shelby was a Senior Analyst on the Access to Care team at the Association of State and Territorial Health Officials, where she led the organization’s portfolios relating to community health workers and rural health. Prior to that, she worked for the Kansas Department of Health and Environment as a Legislative Liaison and Policy Analyst, and as a Data Manager for the Bureau of Disease Control and Prevention’s HIV Program.

Shelby holds a master’s degree in public administration with a certificate in health leadership from the University of Missouri – Kansas City and bachelor’s degrees in political science and field studies from Wichita State University.
