Health in All Policies (HiAP) is an effort to bring health considerations into decision making when state and local jurisdictions propose new policies and processes. It is a collaborative effort that involves public health and other sectors.
While HiAP can be a successful strategy to improve the health of communities and people, the terminology and framing used when discussing these programs can be confusing. For example, equity is often a prominent part of these efforts, but the word “equity” is often not included in the program title.
The Association of State and Territorial Health Officials (ASTHO) partnered with the Kansas Health Institute to assess how HiAP framing has evolved over time, especially in the context of COVID-19 and the increased spotlight on the importance of racial equity.
