On February 14, 2017, Tatiana Lin, KHI Senior Analyst and Strategy Team Leader, provided neutral written testimony on House Bill 2282 to the House Commerce, Labor, and Economic Development Committee. The bill would modify the Kansas Liquor Control Act to allow convenience and grocery stores to hold beer and wine retailer licenses.
During the testimony, KHI discussed findings from its 2014 health impact assessment (HIA), which identified potential positive and negative health effects associated with a similar bill that would have allowed convenience and grocery stores to sell alcoholic liquor. The HIA found that the 2014 bill could have resulted in an increased number of off-premise alcohol outlets in Kansas, which could have health impacts on Kansans.
