Medicaid Capitation Rates: Implications and Options

Rates paid to health plans and providers affect the ability of the Medicaid program to ensure beneficiaries have access to quality health care services. This Issue Brief provides background information on the Kansas Medicaid managed care program; a discussion of Kansas rates and their potential impact; an overview of how rates are established and a summary of financial issues. The brief expands on issues discussed at a meeting of state policymakers convened by KHI in November 2000.
