KHI Senior Analyst Hina Shah

Hina B. Shah, M.P.H., has been named Senior Analyst & Portfolio Strategist by the Kansas Health Institute. In this new position, Shah has leadership responsibilities for KHI’s process facilitation portfolio of services in addition to other research and technical assistance activities for clients.

“Hina has been instrumental in building our organizational capacity to develop and deliver services that support statewide projects and initiatives to improve the health of Kansans. She has a keen grasp of the health policy issues faced by decision-makers in our state and works with them to convene stakeholders and manage complex processes used in policymaking,” said Kari Bruffett, Vice President for Policy, Kansas Health Institute.

In this portfolio of work, Shah has led process facilitation services for the State of Kansas – namely the Legislature and the state’s health and human services agencies – through initiatives such as the Child Welfare System Working Groups, Crossover Youth Working Group, and the Senior Care Task Force. KHI also facilitated the Legislature’s 2020 and 2021 Special Committees on Kansas Mental Health Modernization and Reform. In partnership with the Kansas State Department of Education and other program partners, Shah has led KHI’s participation with project management and evaluation services on the Project ECHO vaping cessation program in Kansas schools.

“The collaborative relationships we’ve built across a variety of public and private sectors have led to KHI being successful in process facilitation and other project management services. We value these partnerships to improve health programs and services, and I am thankful to my KHI team members for this opportunity to continue making a positive impact,” said Shah.

Joining KHI as an analyst in 2017, Shah has studied a broad array of policy issues within the areas of access to care and population health, ranging from health insurance coverage to tobacco control. Her research and evaluation work has been applied in policymaking at national, state and local levels. During the pandemic, she was instrumental in KHI’s tracking and analysis of COVID-19 mitigation strategies implemented by state and local governments in Kansas, which led to research published in a national peer-reviewed journal.

Prior to joining KHI, Shah served as a senior survey director at the independent research organization NORC at the University of Chicago, where she was responsible for the management and administration of public health and social science research for government agencies. Shah earned a master’s degree in public health from the University of Michigan and a bachelor’s degree in economics from the University of Virginia.
