As secretary of the U.S. Department of Health and Human Services, former Kansas Gov. Kathleen Sebelius will have broad latitude to approve or deny the Section 1115 waiver request that the administration of Gov. Sam Brownback has said it will submit as part of its KanCare plan. KanCare would extend managed care to virtually all Kansas Medicaid beneficiaries including the elderly, disabled and mentally ill. Experts say the plan is one of the more ambitious proposals yet proposed.
