BIO: Nick Kramer was named Oct. 5, 2009 as the new inspector general for the Kansas Health Policy Authority. The inspector general’s office was created by a state law passed in 2007.
Before taking the inspector general’s job, Kramer worked 25 years as internal audit manager at the Kansas Department of Revenue. Before that he worked for the Legislative Division of Post Audit and as a staff auditor for Touche Ross & Co., a private accounting firm. He is a certified public accountant and a certified information systems auditor. He earned his undergraduate degree in accounting from the University of Kansas and an MBA from Washburn University.
He was born Sept. 30, 1955 and is married with two children.
RESPONSIBILTIES: Kramer oversees a staff of two auditors and one support person in the inspector general’s office. The office has a vacant position for a third auditor. He answers directly to the health policy authority board’s finance and audit committee. Members of that committee currently are Joe Tilghman, Ken Daniel and Garen Cox. According to agency records, the inspector general’s office completed 13 audits, investigations and reviews in fiscal 2009 and is scheduled to complete 16 audits, investigations and reviews in fiscal 2010.
The inspector general’s office is charged with finding inefficiencies, fraud or abuse in the state Medicaid program, SCHIP, MediKan, and the state employee’s health and workers’ compensation plans, all of which are administered by the Kansas Health Policy Authority.
