In 2005, stakeholders across Kansas began working to develop the infrastructure needed to support Health Information Exchange (HIE) across the state, as well as across state lines.

The Kansas Statewide HIT/HIE Policy Initiative brought these stakeholders together to assess the capacity for HIE in Kansas and make recommendations to policymakers and health care leaders encouraging the adoption of Health Information Technology (HIT) and HIE in order to improve the health of Kansans while ensuring privacy and security of personal health information.

In 2007, Gov. Kathleen Sebelius issued an Executive Order that established the Kansas Health Information Commission to serve as a leadership and advisory group for Health Information Exchange (HIE) in Kansas. The commission was created to expand the recommendations made by the Kansas Statewide HIT/HIE Policy Initiative.

The commission's final report to Gov. Sebelius identifies three options for a public-private "coordinating entity" that would provide the resources and leadership necessary to increase the use of HIE/HIT across Kansas.
