In 2009, the Kansas Department of Health and Environment (KDHE) contracted with the Kansas Health Institute (KHI) to provide guidance regarding how to plan for the use of scarce resources during a public health emergency. This publication presents the results of an extensive review of published and unpublished material on the subject and recommendations for how to develop state and local plans for the use of scarce resources.
