Jan. 27, 2009 - In testimony to the Senate Public Health and Welfare Committee, KHI finds no evidence that the adoption of a smoke-free ordinance in Lawrence had a negative impact on overall restaurant and bar sales. KHI also found no studies in scientific, peer-reviewed journals that document a long-term, negative, community-wide impact on restaurants and bars following implementation of a smoking ban.

This PowerPoint presentation was prepared for the Senate Public Health and Welfare Committee for its Jan. 27 discussion about a bill that would restrict smoking in indoor public places statewide. The presentation provides an overview of current research on the health effects of secondhand smoke. Studies have also found no negative net impact on businesses in communities and states that have passed such laws, including Lawrence. KHI provides evidence-based research and analysis to policy makers and stakeholders but does not advocate for or against legislation.

There has been much debate about whether the comprehensive smoke-free ordinance implemented in Lawrence in July 2004 caused financial harm to the restaurant and bar industry. This KHI analysis of sales data indicates that the ordinance, which prohibits smoking in all enclosed public places and workplaces, did not negatively affect the restaurant and bar industry as a whole.
